* IsElement implemention, make OBElements::Element enum * Fix php include. Consistent renaming. Resname all the single character residue constants. Do this instead of defining natively in python since the actual constants are arbitrary and so could change (unlike elements) Co-authored-by: David Koes <dkoes@beefy.dcb.private.net>
