2d15a1bc73 Allow svnlog2ul.sh to run on the current working copy 
And from the root directory instead of having to cd to util/svnlog2ul

9e1e1bea8a Moved svnlog2ul from contrib to util 
It makes more sense in util as it is by and for the devs, not
contributed by an external user for external use.
