10faafc574 Updates for German account templates, by Frank H. Ellenberger. 
He writes:
Im beiliegenden Patch habe ich ziemlich mechanisch (grep, recode, sed) die
folgenden Anpassungen vorgenommen:
* encoding="ISO-8859-1" -> utf-8
* <cmdty:id>USD -> EUR, respektive CHF
** dies betraf auch de_DE/*[brokerage|full]*
*: interessanterweise wandelt der Druide die aber anscheinend in die default
currency um.
* Passiva -> Fremdkapital

810d65e460 Explicitly denote the encoding of the file in 
the initial xml tag. Fixes problems in the new-file-wizard in
all non-C locales.
