Lower-case that word in macros/pkg.m4 to avoid the need to run
autogen.sh twice.

- move PKG_CONFIG check early in the process
- use --silence-errors more
* macros/pkg.m4: work around a pkg-config bug that outputs
errors to stderr even when you tell it to output to stdout.
