vim-patch:8.0.1426: "gf" and <cfile> don't accept ? and & in URL
Problem: "gf" and <cfile> don't accept ? and & in URL. (Dmitrii Tcyganok)
Solution: Check for a URL and allow for extra characters. (closes vim/vim#2493)
