autocmd: introduce "once" feature

Adds a new feature to :autocmd which sets the handler to be executed at
most one times.

Before:

    augroup FooGroup
      autocmd!
      autocmd FileType foo call Foo() | autocmd! FooGroup * <buffer>
    augroup END

After:

    autocmd FileType foo once call Foo()
