project: rearrange ISSUE_TEMPLATE/bug_report.yml

Problem:
The "system info" fields in the bug report take up a lot of space at the
top. That hides the most relevant part of the bug report. To read the
actual bug, you always have to scroll down.

Solution:
Move the "system info" fields to the bottom.
