build: noisy readability-implicit-bool-conversion warning #38282

Problem:
clangd shows `Implicit conversion 'int' -> 'bool'` warnings.
This is mostly noise in this codebase.

Solution:
- Disable the warning.
- Get latest clang-tidy in CI.
