Problem:  Scrolling non-current window using mouse is inconsistent
          depending on 'scrollbind'/'scrolloff' and different from GUI
          vertical scrollbar when 'cursorbind' is set.
Solution: Don't move cursor in non-current windows for 'cursorbind' if
          cursor in the current window didn't move.
