A notification that is intentionally not sent can be rejected with a RejectedError. The rejection is stated as event on the user or session that triggered the notification, counted, and the notification is canceled, so it is not retried and it is visible why nothing was sent. Both dispatch paths handle it in one place. A rejected notification counts as handled, so it is not attempted again on a later run. Nothing rejects a notification yet.
