Feat: Replace lqos_bus protocol

lqos_bus previously used `bincode`. The bincode library authors have
discontinued the project, so it's not safe to rely on it. Bincode is
also tricky because it requires binary version compatibility *exactly*
between versions - making it hard to use external tools.

This includes adding "chunking" to the protocol for faster handling
of large data sets.
