First commit for a unified configuration system.
...
* Adds PyO3 as a dependency to the config crate.
* Uses PyO3 to load an existing configuration as a Python object.
* Adds some generic conversion code for reading Python types to Rust
equivalents.
* Adds a preliminary "read the whole existing config into Rust" code.
Not in a shape to use yet, but a good start.
