General: add block theme previews.

Browse Source 
Adds a preview link to block themes in the themes screen, opening the previews in the site editor.

Props onemaggie, andraganescu, audrasjb, flixos90, peterwilsoncc, spacedmonkey, scruffian.
Fixes #58561.
