Scott Taylor	c756465146	HTTP/REST API: move `WP_HTTP_Response` to `wp-includes/` with the rest (ha!) of the HTTP classes. This is PHP 5.2, so this class is global, and as per @rmccue, unrelated to REST specifically. See [34930], #33982.
