Drew Jaynes 903d23be34 Users: Introduce the manage_users_extra_tablenav action, fired immediately outside the closing "actions" div in the Users list table tablenav. 
A similar `manage_posts_extra_tablenav` hook fires in the same location and context in the Posts list table tablenav.

Props GunGeekATX, adamsilverstein.
Fixes #36990.
