Previously, a "`some_not_allowed`" warning message was appeared in composer even when all the users mentioned via group are already invited to the private message directly or via other groups.
A while back the definition of TL was changed but many
areas in the codebase still use the term 'Regular user'
despite it having some implicit meaning (TL2).

* FEATURE: Show warning if group cannot be mentioned
A similar warning is displayed when the user cannot be mentioned because
they have not been invited to the topic.

This commit improves several improvements and refactors
/u/is_local_username route to a better /composer/mentions route that
can handle new topics too.
* FEATURE: Show warning if only some are notified
Sometimes users are still notified even if the group that was mentioned
was not invited to the message. This happens because its members were
invited directly or are members of other groups that were invited.
* DEV: Refactor _warnCannotSeeMention
Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains.
We no longer need to use Rails "require_dependency" anywhere and instead can just use standard
Ruby patterns to require files.
This is a far reaching change and we expect some followups here.
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.
Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging
