This change eliminates a couple of instances where subfolder urls are badly formatted, in most cases we can use Discourse.base_url_no_prefix to prevent adding the subfolder to the base url.
This PR makes several changes to the group SMTP email contents to make it look more like a support inbox message.
* Remove the context posts, they only add clutter to the email and replies
* Display email addresses of staged users instead of odd generated usernames
* Add a "please reply above this line" message to sent emails
There was a bug that even when `email_digest` was set to false but
`digest_after_minutes` was positive, we were not displaying correct
status.
In addition, the message is improved when the user is unsubscribed +
unsubscribe from all is hidden.

Enable the new setting "post excerpts in emails" to send excerpts
instead of complete posts in notification emails. Control the length of
excerpts with the "post excerpt maxlength" setting.
This feature adds the ability to customize the HTML part of all emails using a custom HTML template and optionally some CSS to style it. The CSS will be parsed and converted into inline styles because CSS is poorly supported by email clients. When writing the custom HTML and CSS, be aware of what email clients support. Keep customizations very simple.
Customizations can be added and edited in Admin > Customize > Email Style.
Since the summary email is already heavily styled, there is a setting to disable custom styles for summary emails called "apply custom styles to digest" found in Admin > Settings > Email.
As part of this work, RTL locales are now rendered correctly for all emails.

- You may unsubscribe from watching a category on that page
- You no longer need to be logged in to unsubscribe from a topic
- Simplified footer on emails
We no longer include previous replies as "context", instead
we include and excerpt of the post being replied to at the bottom
of notifications, this information was previously missing.
Users may opt in to emailing previous replies if they wish
or opt out of "in-reply-to" which makes sense in some email clients that
are smarter about displaying a tree of replies.
