SECURITY: Impose a upper bound on limit params in various controllers
What is the problem here?

In multiple controllers, we are accepting a `limit` params but do not
impose any upper bound on the values being accepted. Without an upper
bound, we may be allowing arbituary users from generating DB queries
which may end up exhausing the resources on the server.

What is the fix here?

A new `fetch_limit_from_params` helper method is introduced in
`ApplicationController` that can be used by controller actions to safely
get the limit from the params as a default limit and maximum limit has
to be set. When an invalid limit params is encountered, the server will
respond with the 400 response code.

FEATURE: Don't display muted/ignored users under "who liked" (#10084)
* FEATURE: Don't display muted/ignored users under "who liked"

Previously, if you clicked on the heart icon below a post
it would show you the avatar for a user even if you ignored or muted
them.

This commit will instead display a (?) icon. The count of likes will
remain correct, but you needn't be reminded of the person you
preferred not to see.

* Use a circle instead of (?) for unknown user

1309262569 UX: pluralize "likes/read this"
When expending the number of likes/reads, the text wasn't handling
proper pluralization that might be useful in locales that requires it.

427d54b2b0 DEV: Upgrading Discourse to Zeitwerk (#8098)
Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains. 

We no longer need to use Rails "require_dependency" anywhere and instead can just use standard 
Ruby patterns to require files.

This is a far reaching change and we expect some followups here.

30990006a9 DEV: enable frozen string literal on all files
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.

Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

Also refactors post action users to be a new object type since they can
have `post_url` which is not a field of a `User`
