DEV: Use staged user check instead (#24578)
This change refactors the check `user.groups.any?` and instead uses
`user.staged?` to check if the user is staged or not.

Also fixes several tests to ensure the users have their auto trust level
groups created.

DEV: Convert approve_new_topics_unless_trust_level to groups (#24504)
* DEV: Convert approve_new_topics_unless_trust_level to groups

This change converts the `approve_new_topics_unless_trust_level` site
setting to `approve_new_topics_unless_allowed_groups`.

- Hides the old setting
- Adds the new site setting
- Add a deprecation warning
- Updates to use the new setting
- Adds a migration to fill in the new setting if the old setting was
  changed
- Adds an entry to the site_setting.keywords section
- Updates tests to account for the new change

After a couple of months we will remove the
`approve_new_topics_unless_trust_level` setting entirely.

DEV: Convert approve_unless_trust_level to groups (#24357)
This change converts the `approve_unless_trust_level` site setting to
`approve_unless_allowed_groups`.

FIX: Keep ReviewableQueuedPosts even with user delete reviewable actions (#22501)
Performing a `Delete User`/`Delete and Block User` reviewable actions for a
queued post reviewable from the `review.show` route results in an error
popup even if the action completes successfully.

This happens because unlike other reviewable types, a user delete action
on a queued post reviewable results in the deletion of the reviewable
itself. A subsequent attempt to reload the reviewable record results in
404. The deletion happens as part of the call to `UserDestroyer` which
includes a step for destroying reviewables created by the user being
destroyed. At the root of this is the creator of the queued post
being set as the creator of the reviewable as instead of the system
user.

This change assigns the creator of the reviewable to the system user and
uses the more approapriate `target_created_by` column for the creator of the
post being queued.

This commit includes other various improvements to watched words.

auto_silence_first_post_regex site setting was removed because it overlapped
with 'require approval' watched words.

FIX: NewPostManager should respect category_group_moderator settings (#12116)
NewPostManager’s `post_needs_approval_in_its_category` method should allow category group moderators to create topics/reply to topics that where they have appropraite permissions.

(ie, if a user has permission to moderate a post, any posts made by them shouldn’t be sent to moderation)

FEATURE: Review posts with media. (#10693)
To check if a post contains any embedded media, we look if the "image_sizes" attribute is present in the new post manager arguments.

We want to see one boxed links, but we only store the raw content of the post. To work around this, I extracted the onebox logic from the composer editor into a module.

add3d46bc0 FIX: approve post count did not take new topics into account
This means if a user created a new topic, and it was approved, it would not
count towards their approval count. Replies worked correctly.

63fabdb6f2 FIX: first post true if user creates topic first (#8139)

The problem here is the user could create a topic, then reply and get
silenced on the second time (though technically their first post) for being below the
min_first_post_typing_time threshold.

427d54b2b0 DEV: Upgrading Discourse to Zeitwerk (#8098)
Zeitwerk simplifies working with dependencies in dev and makes it easier reloading class chains. 

We no longer need to use Rails "require_dependency" anywhere and instead can just use standard 
Ruby patterns to require files.

This is a far reaching change and we expect some followups here.

FEATURE: Watched words improvements (#7899)
This commit contains 3 features:

- FEATURE: Allow downloading watched words
This introduces a button that allows admins to download watched words per action in a `.txt` file.

- FEATURE: Allow clearing watched words in bulk
This adds a "Clear All" button that clears all deleted words per action (e.g. block, flag etc.)

- FEATURE: List all blocked words contained in the post when it's blocked
When a post is rejected because it contains one or more blocked words, the error message now lists all the blocked words contained in the post.

This also changes the format of the file for importing watched words from `.csv` to `.txt` so it becomes inconsistent with the extension of the file when watched words are exported.

FEATURE: Allow viewing of raw emails for reviewable queued posts (#7910)
If a post arrives via email but must be reviewed, we now show an
icon that can be clicked to view the raw contents of the email.

This is useful if Discourse's email parser is acting odd and the user
reviewing the post wants to know what the original contents were before
approving/rejecting the post.

f1d547c301 FEATURE: Show "in reply to" on the review queue
We now show if a queued or flagged post is a reply to another when in
the review queue. It's especially helpful for queued posts where
normally they are linked to the topic where they are created, and you
have no context about the reply.

Note that this will only apply to new queued posts going forward.
Previously queued posts will not show the "in reply to"

30990006a9 DEV: enable frozen string literal on all files
This reduces chances of errors where consumers of strings mutate inputs
and reduces memory usage of the app.

Test suite passes now, but there may be some stuff left, so we will run
a few sites on a branch prior to merging

Minor fixes to add Rails 6 support to Discourse, we now will boot
with RAILS_MASTER=1, all specs pass

Only one tiny deprecation left

Largest change was the way ActiveModel:Errors changed interface a
bit but there is a simple backwards compat way of working it
