DEV: Convert min_trust_to_create_topic to groups (#24740)
This change converts the min_trust_to_create_topic site setting to
create_topic_allowed_groups.

- Hides the old setting
- Adds the new site setting
- Add a deprecation warning
- Updates to use the new setting
- Adds a migration to fill in the new setting if the old setting was
changed
- Adds an entry to the site_setting.keywords section
- Updates tests to account for the new change
- After a couple of months, we will remove the min_trust_to_create_topicsetting entirely.

DEV: Allow fab! without block (#24314)
The most common thing that we do with fab! is:

    fab!(:thing) { Fabricate(:thing) }

This commit adds a shorthand for this which is just simply:

    fab!(:thing)

i.e. If you omit the block, then, by default, you'll get a `Fabricate`d object using the fabricator of the same name.

FEATURE: Remove support for legacy navigation menu (#23752)
Why this change?

Back in May 17 2023 along with the release of Discourse 3.1, we announced
on meta that the legacy hamburger dropdown navigation menu is
deprecated and will be dropped in Discourse 3.2. This is the link to the announcement

## What does this change do?

This change removes the `legacy` option from the `navigation_menu` site
setting and migrates existing sites on the `legacy` option to the
`header dropdown` option.

All references to the `legacy` option in code and tests have been
removed as well.

FIX: Dismissing unread posts did not publish changes to other clients (#22584)
Why this change?

Prior to this change, dismissing unreads posts did not publish the
changes across clients for the same user. As a result, users can end up
seeing an unread count being present but saw no topics being loaded when
visiting the `/unread` route.

FIX: Regression in TopicTrackingState MessageBus message scope. (#19835)
0403cda1d1 introduced a regression where
topics in non read-restricted categories have its TopicTrackingState
MessageBus messages published with the `group_ids: [nil]` option. This
essentially means that no one would be able to view the message.

FIX: Error when publishing TopicTrackingState updates for certain topics (#19812)
When a topic belongs to category that is read restricted but permission
has not been granted to any groups, publishing ceratin topic tracking state
updates for the topic will result in the `MessageBus::InvalidMessageTarget` error being raised
because we're passing `nil` to `group_ids` which is not support by
MessageBus.

This commit ensures that for said category above, we will publish the
updates to the admin groups.

DEV: Migrate sidebar site settings (#19336)
This new site setting replaces the
`enable_experimental_sidebar_hamburger` and `enable_sidebar` site
settings as the sidebar feature exits the experimental phase.

Note that we're replacing this without depreciation since the previous
site setting was considered experimental.

DEV: Introduce SiteSetting to enable/disable Sidebar. (#17662)
This commit removes the ability to enable/disable the Sidebar on a per
user basis and introduces a site wide setting. For testing purposes, sidebar can be enabled/disabled via the `enable_sidebar=1` or `enable_sidebar=0` query param.

FEATURE: whispers available for groups (#17170)
Before, whispers were only available for staff members.

Config has been changed to allow to configure privileged groups with access to whispers. Post migration was added to move from the old setting into the new one.

I considered having a boolean column `whisperer` on user model similar to `admin/moderator` for performance reason. Finally, I decided to keep looking for groups as queries are only done for current user and didn't notice any N+1 queries.

FIX: Issues with incorrect unread and private message topic tracking state (#16474)
This commit fixes two issues at play. The first was introduced
in f6c852b (or maybe not introduced
but rather revealed). When a user posted a new message in a topic,
they received the unread topic tracking state MessageBus message,
and the Unread (X) indicator was incremented by one, because with the
aforementioned perf commit we "guess" the correct last read post
for the user, because we no longer calculate individual users' read
status there. This meant that every time a user posted in a topic
they tracked, the unread indicator was incremented. To get around
this, we can just exclude the user who created the post from the
target users of the unread state message.

The second issue was related to the private message topic tracking
state, and was somewhat similar. Whenever a user created a new private
message, the New (X) indicator was incremented, and could not be
cleared until the page was refreshed. To solve this, we just don't
update the topic state for the user when the new_topic tracking state
message comes through if the user who created the topic is the
same as the current user.

DEV: Automatically require 'rails_helper' in all specs (#16077)
It's very easy to forget to add `require 'rails_helper'` at the top of every core/plugin spec file, and omissions can cause some very confusing/sporadic errors.

By setting this flag in `.rspec`, we can remove the need for `require 'rails_helper'` entirely.

PERF: Use a shared message for replies to tracked topics (#16022)
Previously we were publishing one messagebus message per user which was 'tracking' a topic. On large sites, this can easily be 1000+ messages. The important information in the message is common between all users, so we can manage with a single message on a shared channel, which will be much more efficient.

For user-specific values (notification_level and last_read_post_number), the JS app can infer values which are 'good enough'. Correct values will be loaded as soon as a topic-list containing the topic is visited.

FEATURE: Display unread and new counts for messages. (#14059)
There are certain design decisions that were made in this commit.

Private messages implements its own version of topic tracking state because there are significant differences between regular and private_message topics. Regular topics have to track categories and tags while private messages do not. It is much easier to design the new topic tracking state if we maintain two different classes, instead of trying to mash this two worlds together.

One MessageBus channel per user and one MessageBus channel per group. This allows each user and each group to have their own channel backlog instead of having one global channel which requires the client to filter away unrelated messages.

FIX: correct tracking when mute all categories (#11441)
Currently, we have a solution for muted topics. Basically, when a post is created first we send a `muted` message to users who muted that specific topic:

Later, topic tracking state filters if the topic is muted or not before update state:

That solution works quite well.

I wanted to extend it to handle `mute all categories by default` setting as well.

In that case, we should only inform the user about new topic/post when they explicitly want to.

If that setting is enabled, we would send "unmuted" message to a user who watches specific category, topic or tag. In all other cases, don't inform user about new topic as all categories are muted by default.

FIX: present correct new/unread counts when filtered by tag
Previously we would incorrectly ignore tags.

This ensures tracking state is properly shipped to client if
show_filter_by_tag is enabled.

We previously did not account for completely untagged topics when
looking at muted tags, this caused new/unread counts to be off if

1. You had muted tags
2. You had an unread/new topic
3. This topic had no tags

Currently, even if user mute topic, when a new reply to that topic arrives, the user will get "See 1 new or updated topic" message. After clicking on that link, nothing is visible (because the topic is muted)

To solve that problem, we will send background message to all users who recently muted that topic that update is coming and they can ignore the next message about that topic.

FIX: New/unread count after dismissing new topics in a regular category (#8659)
6e1fe22 introduced the possiblity for category_users to have a NULL notification_level, so that we can store `last_seen_at` dates without locking the notification level. At the time, this did not affect the topic-tracking-state query. However, the query changes in f434de2 introduced a slight change in behavior.

Previously, a subquery would look for a category_user with notification_level=mute. f434de2 refactored this to remove the subquery, and inverted some of the logic to suit.

The new query checked for `notification_level <> :muted`. If `notification_level` is NULL, this comparison will return NULL. In this scenario, notification_level=NULL means that we should fall back to the default tracking level (regular), and so we want the expression to resolve as true, not false. There was already a check for the existence of the category_users row, but it did not check for the existence of a NOT NULL notification_level.

This commit amends the expression so that the notification_level will only be compared if it is non-null.

FIX: Muted tags are respected by TopicTrackingState (#8467)
When the tag is muted and topic contains that tag, we should not mark that message as NEW.

There are 3 possible settings which site admin can set.
remove_muted_tags_from_latest - always
It means that if the topic got at least one muted tag, we should not mark that topic as NEW

remove_muted_tags_from_latest - only muted
Similar to above, however, if at least one tag is not muted, the topic is marked as NEW

remove_muted_tags_from_latest - never
Basically, mute tag setting is ignored and all topics are set as NEW

* Enable or disable read state based on group attribute

* When read state needs to be published, the minimum unread count is calculated in the topic query. This way, we can know if someone reads the last post

* The option can be enabled/disabled from the UI

* The read indicator will live-updated using message bus

* Show read indicator on every post

* The read indicator now shows read count and can be expanded to see user avatars

* Read count gets updated everytime someone reads a message

* Simplify topic-list read indicator logic

* Unsubscribe from message bus on willDestroyElement, removed unnecesarry values from post-menu, and added a comment to explain where does minimum_unread_count comes from
