DEV: Modernize the post menu from widgets to Glimmer components (#28670)
This commit modernizes the post menu by migrating it from the existing widget-based implementation to Glimmer components. This transition aims to improve the maintainability, performance, and overall developer experience.

It also introduces a new DAG-based transformer API for customizations that aims to be more flexible than the widget base one.

FEATURE: Unseen feature indicator in admin sidebar (#28397)
This commit adds a blue dot next to the "What's New"
link in the admin sidebar if the user has not seen the
new features yet, as a followup to 3e5976f843
which removed the tab on the dashboard that had this same
functionality.

When the admin visits the "What's New" page they count
as having seen all the features straight away. This could
be something we want to change, but for now this keeps the
same functionality.

FEATURE: Use new topic bulk actions menu for all sites (#28003)
This commit promotes the new topic bulk action
menu introduced in 89883b2f51
to the main method of bulk selecting and performing
actions on topics. The site setting flag gating this
feature is deleted, and the old bulk select code is
deleted as well.

The new modal shows a loading spinner while operations
are taking place, allows selecting the action from a dropdown
instead of having a 2-step modal flow,
and also supports additional options for some operations, e.g.
allowing Close silently.

DEV: Initial parts for a redesigned /about page (#27996)
This commit introduces the foundation for a new design for the /about page that we're currently working on.  The current version will remain available and still be the default until we finish the new version and are ready to roll out. To opt into the new version right now, add one or more group to the `experimental_redesigned_about_page_groups` site setting and members in those groups will get the new version.

DEV: Hide admin Moderation Flags UI behind feature flag for now (#27756)
Adds experimental_flags_admin_page_enabled_groups (default "")
to remove the Moderation Flags link from the admin sidebar for now,
there are still a few bugfixes that need to be done before we
are comfortable with turning this on more widely. This is
a _temporary_ flag, we will be removing this once the feature
is more stable.

Instead of the deprecated 'min trust level to allow ignore' in order to reduce the number of deprecation notices in the logs.

This tweaks a few serializers so that the 'can_ignore_users?` property is always coming from the server and properly used on the client-side.

FIX: Do not capture OAuth user on 2FA page (#27617)
If the `enforce_second_factor_on_external_auth` setting
is disabled and a user logs in with an OAuth method,
they don't automatically get redirected to /preferences/second-factor
on login. However, they can get there manually, and once there
they cannot leave.

This commit fixes the issue and allows them to leave
and also does some refactors to indicate to the client
what login method is used as a followup to

FEATURE: User fields required for existing users - Part 2 (#27172)
We want to allow admins to make new required fields apply to existing users. In order for this to work we need to have a way to make those users fill up the fields on their next page load. This is very similar to how adding a 2FA requirement post-fact works. Users will be redirected to a page where they can fill up the remaining required fields, and until they do that they won't be able to do anything else.

DEV: Introduce default 'auto' mode for glimmer header (#26467)
This will automatically enable the glimmer header when all installed themes/plugins are ready. This replaces the old group-based site setting.

In 'auto' mode, we check for calls to deprecated APIs (e.g. decorateWidget) which affect the old header. If any are present, we stick to the old header implementation and print a message to the console alongside the normal deprecation messages.

To override this automatic behavior, a new `glimmer_header_mode` site setting can be set to 'disabled' or 'enabled'.

This change also means that our test suite is running with the glimmer header. This unveiled a couple of small issues (e.g. some incorrect `aria-*` and `alt` text) which are now fixed. A number of selectors had to be updated to ensure the tests were clicking the actual `<button>` elements rather than the surrounding `<li>` elements.

FEATURE: Redesigned bookmark modal and menu (#23071)
Adds the new quick menu for bookmarking. When you bookmark
a post (chat message behaviour will come later) we show this new quick
menu and bookmark the item straight away.

You can then choose a reminder quick option, or choose Custom... to open
the old modal. If you click on an existing bookmark, we show the same quick menu
but with Edit and Delete options.

A later PR will introduce a new bookmark modal, but for now we
are using the old modal for Edit and Custom... options.

FEATURE: Allow specific groups to view raw email (#26003)
When a post is created by an incoming email, we show
an envelope icon on it which then opens a modal with the
raw email contents. Previously this was staff (admin+mod)
only, but now this commit adds the `view_raw_email_allowed_groups`
site setting, so any group can be added to give users permission
to see this.

FEATURE: Hide user status when user is hiding public profile and presence (#24300)
Users can hide their public profile and presence information by checking 
“Hide my public profile and presence features” on the 
`u/{username}/preferences/interface` page. In that case, we also don't 
want to return user status from the server.

This work has been started in https://github.com/discourse/discourse/pull/23946. 
The current PR fixes all the remaining places in Core.

Note that the actual fix is quite simple – a5802f484d. 
But we had a fair amount of duplication in the code responsible for 
the user status serialization, so I had to dry that up first. The refactoring 
as well as adding some additional tests is the main part of this PR.

Here is a breakdown of the changes that will be implemented in this PR.

# Widgets -> Glimmer

Obviously, the intention of the todo here is to convert the header from widgets to glimmer. This PR splits the respective widgets as so:

There are additional components rendered within the `glimmer-header/*` components, but I will leave those out for now. From this view you can see that we split apart the logic of `widgets/header.js` into 10+ components. Breaking apart these mega files has many benefits (readability, etc).

# Services

I have introduced a [header](cdb42caa04/app/assets/javascripts/discourse/app/services/header.js) service. This simplifies how we pass around data in the header, as well as fixes a bug we have with "swiping" menu panels.


# Modifiers
Added a [close-on-click-outside](cdb42caa04/app/assets/javascripts/discourse/app/modifiers/close-on-click-outside.js) modifier that is built upon the [close-on-click-outside modifier](https://github.com/discourse/discourse/blob/main/app/assets/javascripts/float-kit/addon/modifiers/close-on-click-outside.js) that @jjaffeux built for float-kit. I think we could replace float-kit's implementation with mine and have it in a centralized location as they are extremely similar.

# Tests
Rewrote the existing header tests ([1](https://github.com/discourse/discourse/blob/main/app/assets/javascripts/discourse/tests/integration/components/widgets/header-test.js), [2](https://github.com/discourse/discourse/blob/main/app/assets/javascripts/discourse/tests/integration/components/site-header-test.js)) as system tests.

- Converted `widgets/user-status-bubble.js` to a gjs component
- Converted `widgets/sidebar-toggle.js` to a gjs component
- Converted `topicFeaturedLinkNode()` to a gjs component

Affects the following settings:

chat_allowed_groups
direct_message_enabled_groups
chat_message_flag_allowed_groups

This turns off client: true for these group-based settings,
because there is no guarantee that the current user gets all
their group memberships serialized to the client. Better to check
server-side first.

FIX: Always preload admin plugin list for admin in sidebar (#25606)
When we show the links to installed plugins in the admin
sidebar (for plugins that have custom admin routes) we were
previously only doing this if you opened /admin, not if you
navigated there from the main forum. We should just always
preload this data if the user is admin.

This commit also changes `admin_sidebar_enabled_groups` to
not be sent to the client as part of ongoing efforts to
not check groups on the client, since not all a user's groups
may be serialized.

FIX: Serialize uploaded_avatars_allowed_groups check on current user (#25515)
Checking group permissions on the client does not work,
since not all groups are serialized to the client all
the time. We can check `uploaded_avatars_allowed_groups`
on the server side and serialize to the current user
instead.

UX: Use modals to edit categories and tags that appear in sidebar (#22295)
Why this change?

We are currently not fully satisfied with the current way to edit the
categories and tags that appears in the sidebar where the user is
redirected to the tracking preferences tab in the user's profile causing
the user to lose context of the current page. In addition, the dropdown
to select categories or tags limits the amount of information we can
display.

Since editing or adding a custom categories section is already using a
modal, we have decided to switch editing the categories and tags that
appear in the sidebar to use a modal as well.

This commit removes the `new_edit_sidebar_categories_tags_interface_groups` site setting and
make the modals the default for all users.

FEATURE: Split navigation preference for count and behavior of sidebar links (#22203)
This PR splits up the preference that controls the count vs dot and destination of sidebar links, which is really hard to understand, into 2 simpler checkboxes:

The new preferences/checkboxes are off by default, but there are database migrations to switch the old preference to the new ones so that existing users don't have to update their preferences to keep their preferred behavior of sidebar links when this changed is rolled out.

DEV: Upgrade search-menu to glimmer (#20482)
# Top level view
This PR is the first version of converting the search menu and its logic from (deprecated) widgets to glimmer components. The changes are hidden behind a group based feature flag. This will give us the ability to test the new implementation in a production setting before fully committing to the new search menu.

# What has changed
The majority of the logic from the widget implementation has been updated to fit within the context of a glimmer component, but it has not fundamentally changed. Instead of having a single widget - [search-menu.js](https://github.com/discourse/discourse/blob/main/app/assets/javascripts/discourse/app/widgets/search-menu.js) - that built the bulk of the search menu logic, we split the logic into (20+) bite size components. This greatly increases the readability and makes extending a component in the search menu much more straightforward.

That being said, certain pieces needed to be rewritten from scratch as they did not translate from widget -> glimmer, or there was a general code upgraded needed. There are a few of these changes worth noting:

### Search Service
**Search Term** -> In the widget implementation we had a overly complex way of managing the current search term. We tracked the search term across multiple different states (`term`, `opts.term`, `searchData.term`) causing headaches. This PR introduces a single source of truth:

This tracked value is available anywhere the `search` service is injected. In the case the search term should be needs to be updated you can call 
```js
this.search.activeGlobalSearchTerm = "foo"
```
 
**event listeners** -> In the widget implementation we defined event listeners **only** on the search input to handle things such as 
- keyboard navigation / shortcuts
- closing the search menu
- performing a search with "enter"

Having this in one place caused a lot of bloat in our logic as we had to handle multiple different cases in one location. Do _x_ if it is this element, but do _y_ if it is another. This PR updates the event listeners to be attached to individual components, allowing for a more fine tuned set of actions per element. To not duplicate logic across multiple components, we have condensed shared logic to actions on the search service to be reused. For example - `this.search.handleArrowUpOrDown` - to handle keyboard navigation.

### Search Context
We have unique logic based on the current search context (topic / tag / category / user / etc). This context is set within a models route file. We have updated the search service with a tracked value `searchContext` that can be utilized and updated from any component where the search service is injected.

UX: First pass at edit categories navigation modal for sidebar (#21963)
What this change?

We are currently not fully satisfied with the current way to edit the
categories and tags that appears in the sidebar where the user is
redirected to the tracking preferences tab in the user's profile causing
the user to lose context of the current page. In addition, the dropdown
to select categories or tags limits the amount of information we can
display.

Since editing or adding a custom categories section is already using a
modal, we have decided to switch editing the categories and tags that
appear in the sidebar to use a modal as well.

This commit ships a first pass of the edit categories modal such that we
can keep the commit small and reviewable. The incomplete nature of the
feature is also reflected in the fact that the feature is hidden behind
a new `new_edit_sidebar_categories_tags_interface_groups` site setting.

PERF: Strict loading for SidebarSection queries (#21717)
What is this change required?

I noticed that actions in `SidebarSectionsController` resulted in
lots of N+1 queries problem and I wanted a solution to
prevent such problems without having to write N+1 queries tests. I have
also used strict loading for `SidebarSection` queries in performance
sensitive spots.

Note that in this commit, I have also set `config.active_record.action_on_strict_loading_violation = :log`
for the production environment so that we have more visibility of
potential N+1 queries problem in the logs. In development and test
environment, we're sticking with the default of raising an error.

DEV: move sidebar community section to database (#21166)
* DEV: move sidebar community section to database

Before, community section was hard-coded. In the future, we are planning to allow admins to edit it. Therefore, it has to be moved to database to `custom_sections` table.

Few steps and simplifications has to be made:
- custom section was hidden behind `enable_custom_sidebar_sections` feature flag. It has to be deleted so all forums, see community section;
- migration to add `section_type` column to sidebar section to show it is a special type;
- migration to add `segment` column to sidebar links to determine if link should be displayed in primary section or in more section;
- simplify more section to have one level only (secondary section links are merged);
- ensure that links like `everything` are correctly tracking state;
- make user an anonymous links position consistence. For example, from now on `faq` link for user and anonymous is visible in more tab;
- delete old community-section template.

Previously, public custom sections were only visible to logged-in users. In this PR, we are making them visible to anonymous as well.

The reason is that Community Section will be moved into custom section model to be easily editable by admins.

PERF: Eager load linkables when loading custom sidebar sections (#20490)
Not eager loading was resulting in the N+1 queries problem when
serializing with the `CurrentUserSerializer` as
`CurrentUserSerializer#sidebar_sections` serializes the sections with
`SidebarSectionSerializer` which fetches all the `SidebarUrl` records
for each `SidebarSection` record.

DEV: Include unread topics in New topic lists and link to it in sidebar (#20432)
This commit introduces a few experimental changes to the New topics list and "Everything" link in the sidebar:

1. Make the New topics list include unread topics
2. Make the Everything section in the sidebar link to the New topics list (`/new`)
3. Remove "unread" or "new" text next to the count and keep the count
4. The count is a sum of new and unread topics counts

All of these of changes are behind an off-by-default feature flag. I've not written extensive tests for these changes because they're highly experimental.

DEV: configurable custom sidebar sections (#20057)
Allows users to configure their own custom sidebar sections with links withing Discourse instance. Links can be passed as relative path, for example "/tags" or full URL.

Only path is saved in DB, so when Discourse domain is changed, links will be still valid.

Feature is hidden behind SiteSetting.enable_custom_sidebar_sections. This hidden setting determines the group which members have access to this new feature.

This new site setting replaces the
`enable_experimental_sidebar_hamburger` and `enable_sidebar` site
settings as the sidebar feature exits the experimental phase.

Note that we're replacing this without depreciation since the previous

FEATURE: better UI to manage 2fa (#19338)
In this PR, we introduced an option, that when all authenticators are disabled, but backup codes still exists, user can authenticate with those backup codes. This was reverted as this is not expected behavior.

Instead, when the last authenticator is deleted, backup codes should be deleted as well. Because this disables 2fa, user is asked to confirm that action by typing text.

In addition, UI for 2fa preferences was refreshed.

DEV: Remove user options from current user serializer (#19089)
User options were serialized at the root level of CurrentUserSerializer,
but UserSerializer has a user_option field. This inconsistency caused
issues in the past because user_option fields had to be duplicated on
the frontend.

DEV: Upgrade Topic Timeline to Glimmer (#17377)
In an effort to modernize our codebase to the latest Ember version we have selected the Topic Timeline as a candidate to be refactored. The topic timeline component was originally built with `Widgets` and this PR will upgrade it to `Glimmer Components`. 

The refactored timeline is hidden by default behind a group flag, `SiteSetting.enable_experimental_topic_timeline_groups`. Being part of a group included in this site setting will make the new timeline available for testing.

## Other points of interest

This PR introduces a `Draggable Modifier` available to all components, which will take the place of the existing _drag functionality_ exclusive to widgets. 

It can be included like so:
