eb94ec16da DEV: introduce Ember <template> tag support (.gjs) (#22719) 
The gjs/gts formats are a new pattern for authoring Ember components. This commit introduces support for these patterns to our build pipeline for core/plugins, and converts a handful of components to use the new format. It also introduces relevant updates to our linting config, and to our sample vscode configuration.

3c69570b75 DEV: move deprecation silencer to a shared package (#22668) 
This babel plugin is intended to supress the deprecation warnings
from building plugins, however, discourse-plugins does not actually
consume this plugin at all. Currently this happens to work due to
how the babel worker processes are shared and the timing/ordering
of the build, but it will stop working with the embroider build.

This commit extracts the plugin the a shared package so that it
can be properly consumed by discourse-plugins as well as core.

4d62c49e20 DEV: move raw handlebars to /raw-templates/ (#22574) 
The primary motivation is to simplify `eagerLoadRawTemplateModules` which curently introspects the module dependencies (the `imports` at runtime). This is no longer supported in Embroider as the AMD shims do not have any dependencies (since it's managed internally with webpack).

a87841067b DEV: Improve ember-cli 'LOAD_PLUGINS' behavior (#22590) 
Our ember-cli config now follows the same behavior as Discourse core. LOAD_PLUGINS=0 will prevent any plugin assets from being compiled/served.

5584fb1e3b DEV: Clean up package.json files (#22349) 
Motivation: aligning us with JS/Ember practices (runtime deps in `dependencies`, build/dev-time deps in `devDependencies`)

1. Move deps to devDeps where applicable (rule of thumb: it's a devDep unless it's required at runtime by the rails app or it's imported in the addon's code)
2. Remove unused dependencies and add missing ones (in addons)
3. Remove empty `repository` fields
4. Move `engines` and `ember` fields to the bottom

9a34625cb8 DEV: Update ember-cli to 4.12.0 (#21074) 
It's backward compatible so still supports our 3.28 ember-source.

The visible change is finally getting rid of this message:

`tests/helpers/index.js` is unused for now, but is a nice pattern. We could move some of our test setup into local `setupApplicationTest/setupRenderingTest/setupTest` helpers.

e330a596f5 DEV: Correct plugin-compilation connector template module path (#19165) 
Some plugins store their connectors under `{plugin}/assets/javascripts/templates/connectors`, which is read as `templates/connectors` relative to the base of the JS directory. Our connector checking logic was looking for strings including the leading slash (`/templates`), which not be the case here. Instead we can split on `/` and take the last element. This matches the logic we have for themes in https://github.com/discourse/discourse/blob/1dadf4381f/lib/theme_javascript_compiler.rb#L111

This wasn't actually breaking anything, so this is just a housekeeping commit.

890e4f9854 DEV: Update namespaceModules argument name (#19166) 
In 1279966f we started namespacing modules based on the plugin's defined name rather than the directory name. This commit updates the argument name to match what we're passing in. This it just a readability change - there is no change in behaviour.
