Bannon Tanner c5fcf3f1d5 FIX: rack middleware dev warnings (#36460) ...

Previous fix #36354 for mp4 files not playing on Safari/iOS was
rewriting the middleware for Sendfile that Rails already registers. This
removes that change and instead uses the config to control which header
is sent in each environment
