Minor followup, makes the condition check against the
boolean val, see the difference here:

```ruby
!SiteSetting.enforce_second_factor_on_external_auth && "true"
=> "true"
```

vs:

```ruby
!SiteSetting.enforce_second_factor_on_external_auth && "true" == "true"
=> true
```
