Alan Guo Xiang Tan ef73d20832 DEV: Fix docker:test:setup Rake task that was missing the DB (#23474) 
This is a follow up to 9caba30d5c

In that commit, we were migrating the database but we didn't actually
ensure that the database was created and that plugins were updated
before the databases were migrated.
