bea7236b9c ipasetup: fix dependencies handling based on python version
On RHEL system ipasetup is failing:
```
ValueError: (":python_version>='3'", ['pyldap'])
```

Our RHEL re-implementation of setuptools logic should ignore python3
packages when python3 is not available.

ae1c2086db Add an option to build ipaserver wheels
To create a wheel bundle with ipaserver and its dependencies:

    make wheel_bundle IPA_SERVER_WHEELS=1

To include additional dependencies:

    make wheel_bundle IPA_EXTRA_WHEELS=ipatests[webui]

f5bf5466ed Use Custodia 0.3.1 features
* Use sd-notify in ipa-custodia.service
* Introduce libexec/ipa/ipa-custodia script. It comes with correct
  default setting for IPA's config file. The new file also makes it
  simpler to run IPA's custodia instance with its own SELinux context.
* ipapython no longer depends on custodia

The patch addresses three issues:

35ba724de9 Py3: Fix ToASCII method
in Py2 to_text method returns Py2 non-unicode string, but in Py3 to_text method
returns Py3 default (unicode) string. So only in Py2 we have to decode
str to unicode.

5dc5960e71 Require python-gssapi >= 1.2.0, take 2
Fix version range typo in ipasetup.py.in.

Sorry, the bug slipped through my internal tests. The version pinning is
only relevant for make wheel_bundle. The wheel bundle target has been
failing from the start because python-nss has a build bug for wheels,

289982e02f Require python-cryptography >= 1.3.1
python-cryptography versions < 1.3 no longer compile with recent OpenSSL
1.0.2 versions. In order to build wheels, a more recent version of
cryptography is required. 1.3.1 is the oldest well tested version (RHEL
7.3) that is known to work with FreeIPA.

Bump up in freeipa.spec is not required for technical reasons. The
problem only affects PyPI packages. It's policy to keep
requirements in sync.

8559791e0d Require python-gssapi >= 1.2.0
The PyPI package for python-gssapi 1.1.x has a packaging bug. It depends on
enum34 for Python 3 although it is only required for 2.7. 1.2.0 is the
oldest version that has been tested at length by QE. It's know to work.

Bump up in freeipa.spec is not required for technical reasons. The
packaging bug only affects PyPI packages. It's policy to keep
requirements in sync.

526bcea705 Don't ship install subpackages with wheels
The install subpackages of ipaclient, ipalib and ipapython contain
helper code for installers such as ipa-client-install. They also depend
on external modules that are not available on PyPI, e.g. SSSDConfig.
Since PyPI wheel packages do not support client installation, the
install subpackages contain dead and unsupported code.

The custom build_py plugin removes the subpackages from bdist_wheel
builds. It's not enough to just remove 'ipaclient.install' from the
'packages' list. Surplus files have to be removed from build/lib, too.

c48e5fd811 Build: move version handling from Makefile to configure
Version information is now in VERSION.m4 instead of VERSION.
Makefile target version-update was minimized and configure can be run
before make. Makefile temporarily contains hardcoded version which has
to match the one specified in VERSION.m4.

This is preparatory step which will allow us to replace hand-made
Makefile with one generated by Automake.

4cd83fb51c Port all setup.py to setuptools
All setup.py files are now using setuptools through a common file
ipasetup.py. The file is auto-generated and contain all common
settings.
