It specifically referenced using Python rjsmin while the
actual script would pick the minimizer based on the underlying
distribution.

Only checking for ID to equal "rhel" causes build failures on CentOS
Stream. Instead check both ID and ID_LIKE. This should also work later
on when rebuilds like CentOS Linux get this update.

RHEL 8 buildroot does not have python3-rjsmin yet. Fall back to
uglifyjs.

Fedora 33+ deprecated uglify-js. There are other alternatives which seem
to be fine for the minify task. Use python-rjsmin instead.

UgligyJS is packaged in Fedora and other OSes it is no longer required
to carry our own version. This will lower the maintanance burden - the
code doesn't need to be updated and it is less code to have in repo.
On some configuration usage of the budled UglifyJS 1 produces
"JavaScript throw: java.lang.StackOverflowError" exception. Usage of more
recent version should fix it.

Current compiled Web UI layer (app.js) contains every FreeIPA plugin and
not just the UI framework. It's not possible to start just a simple facet.
This commit creates a basis for a layer (core.js) which contains only
framework code and not entity related code.
