ReadTheDocs somehow caches requirements and insists in using old
version of Sphinx (1.8). We have to force using newer one (4.5)

m2r project was forked to m2r2 which is actively developed.
m2r2 works with new Sphinx versions.
Update our list of documentation requirements and add support for
plantuml to be able to integrate diagrams.

Run sphinx-builder with -W (fail on error), --keep-going, and -j auto.
Auto-job scaling speeds up sphinx-builder a LOT.
Add make lint target to doc/Makefile. The -E and -a option ensure that
all files are always re-read and rewritten.
Add option to run sphinx-builder from a virtual env that mimics RTD
builds closer than Fedora packages.
