SIDGEN plugin only uses local ID ranges and thus a restart is really
needed only when a local range is added, modified or removed.
Also fix the SSSD warning because removal of any range requires restart
everywhere, not just on a specific server.

After the addition of a new idrange, the sidgen plugin is not
immediately aware of the new idrange and a restart of 389ds is
required. Otherwise the creation of new user/group with a uid/gid
inside the new range fails to grant a SID to the user/group.

New LDAP object class "ipaUserSubordinate" with four new fields:
- ipasubuidnumber / ipasubuidcount
- ipasubgidnumber / ipasgbuidcount
New self-service permission to add subids.
New command user-auto-subid to auto-assign subid
The code hard-codes counts to 65536, sets subgid equal to subuid, and
does not allow removal of subids. There is also a hack that emulates a
DNA plugin with step interval 65536 for testing.
Work around problem with older SSSD clients that fail with unknown
idrange type "ipa-local-subid", see: https://github.com/SSSD/sssd/issues/5571

Even though Pytest supports xunit style setups, unittest and nose
tests, this support is limited and may be dropped in the future
releases. Worst of all is that the mixing of various test
frameworks results in weird conflicts and of course, is not widely
tested.
This is a part of work to remove the mixing of test idioms in the
IPA's test suite:
1) replace xunit style
2) employ the fixtures' interdependencies

If the `ipa idrange-mod` command has been used show a notification that sssd.service needs restarting. It's needed for applying changes. E.g. after setup AD trust with a domain with more than 200000 objects (the highest RID > idm's default value, 200000) users with RIDs > 200000 are not able to login, the size needs to be increased via idrange-mod, but it makes an effect only after sssd restarting.
Implementation:
Notification was implemented via passing `ipalib.messages.ServiceRestartRequired` to `add_message` method in `ipaserver.plugins.idrange.idrange_mod.post_callback`.
Tests:
Added `messages` with sssd restart required (`ipalib.messages.ServiceRestartRequired`) to cases with idrange_mod where output is expected in `ipatests.test_xmlrpc.test_range_plugin.test_range'.

Web UI tests were marked as tier1 tests.
The tier system is intended to be used together with CI system
to make sure the more complicated tests are being run only
when all of the basic functionality is working.
The system is using pytest's marker system. E.g. an invocation of
all tier1 tests with listing will look like:
$ py.test -v -m tier1 ipatests
or in case of out of tree tests:
$ ipa-run-tests -m tier1

The six way of doing this is to replace all occurences of "unicode"
with "six.text_type". However, "unicode" is non-ambiguous and
(arguably) easier to read. Also, using it makes the patches smaller,
which should help with backporting.

The setUp/dearDown names are used in the unittest module, but there is no reason
to use them in non-`unittest` test cases.
Nose supports both styles (but mixing them can cause trouble when
calling super()'s methods).
Pytest only supports the new ones.

Add a new API command 'adtrust_is_enabled', which can be used to determine
whether ipa-adtrust-install has been run on the system. This new command is not
visible in IPA CLI.
Use this command in idrange_add to conditionally require rid-base and
secondary-rid-base options.

Hardcoded values for range parameters such as base RID or range
size could be the reason the tests produced incorrect results,
as the ranges could get in conflict with already existing ranges
on the server.
Patch dynamically chooses ID and RID range space at the end of
all ranges already present on the server.
