Florence Blanc-Renaud 54f9e0f3e6 test_idp: use more recent keycloak server ...

Use Keycloak 26.4.4 and java 25 for the test setup.
The current versions (keycloak 26.1.0 and java-21) are not
working on Fedora 43.
