Rob Crittenden 6a3ed31221 Add force option to ipa-replica-manage to allow forcing deletion of a replica
If a replica is not up for some reason (e.g. you've already deleted it)
this used to quit and not let you delete the replica, generating errors in
the DS logs. This will let you force a deletion.
