Add a default timezone that the administrator can set in the settings.
This setting is be used as default for the users timezone preference.
Can be used when creating Grafana instances without administrator
intervention, in order to give user the correct default timezone.

grafana-plugin-model is legacy and is replaced by new backend
plugins SDK and architecture. Renderer is not part of SDK and
we want to keep it that way for now since it's highly unlikely there
will be more than one kind of renderer plugin.
So this PR adds support for renderer plugin v2.
Also adds support sending a Device Scale Factor parameter to the
plugin v2 remote rendering service and by that replaces #22474.
Adds support sending a Headers parameter to the plugin v2 and
remote rendering service which for now only include
Accect-Language header (the user locale in browser when using
Grafana), ref grafana/grafana-image-renderer#45.
Fixes health check json details response.

This feature would provide a way for administrators to limit the minimum
dashboard refresh interval globally.
Filters out the refresh intervals available in the time picker that are lower
than the set minimum refresh interval in the configuration .ini file
Adds the minimum refresh interval as available in the time picker.
If the user tries to enter a refresh interval that is lower than the minimum
in the URL, defaults to the minimum interval.
When trying to update the JSON via the API, rejects the update if the
dashboard's refresh interval is lower than the minimum.
When trying to update a dashboard via provisioning having a lower
refresh interval than the minimum, defaults to the minimum interval
and logs a warning.

GitLab could already be used as an authentication backend by properly
configuring `auth.generic_oauth`, but then there was no way to authorize
users based on their GitLab group membership.
This commit adds a `auth.gitlab` backend, similar to `auth.github`, with
an `allowed_groups` option that can be set to a list of groups whose
members should be allowed access to Grafana.
In some setups (ex openshift), the Datasource will require Grafana
to pass oauth token as header when sending queries.

Just fixed some minor inconsistencies in the format of the file. There were some configurations uncommented like so:

So there is a need for a small perfection here!

For MySQL, setting this to be shorter than the wait_timeout MySQL setting
solves the issue with connection errors after the session has timed out for
the connection to the database via xorm.
Snapshot cleanup did not work due to time.Now syntax error. Added test
for it as well to catch any future errors.
Added error and debug logging so that it is possible to see any errors in the future.
Removed an unused configuration value and deprecated the remove expired snapshots
setting.

Tolerate ssl_mode without client authentication
Client cert is not necessary for a SSL connection. So we tolerate
failure if client cert is not provided.
Improve error message if missing server_cert_name and mode is not
skip-verify.
In the POSIX LDAP schema, there is no 'memberOf' attribute returned
in relation to which groups a person is a member of. Rather, it is
necessary to query the group objects which have the people as members.
This commit adds an additional filter, which if specified explicitly
searches for groups, rather than relying on the 'memberOf' attribute.
This enables Grafana to work with LDAP POSIX schema (e.g. OpenLDAP
etc.)

The postgres provider is named postgres and not postgresql. For somebody
configuring the server from the config file example, it is very easy to
write an invalid value into the file and accidentally use the "memory"
provider instead because of a typo.
