**What this PR does / why we need it**:
For Prometheus newbies (i.e. most of us), it seems like $__rate_interval should be widely used, but the documentation doesn't tell us that. So I added more about why it's good, and an explicit recommendation that it can be a good default value for use if (like most of us) you don't really understand how to choose an interval. (Let me know if that's not actually the case, but that's what I took away from https://github.com/grafana/grafana/issues/21417)
Also fixed a few typos in the existing doc.

Uses new httpclient package from grafana-plugin-sdk-go introduced
via grafana/grafana-plugin-sdk-go#328.
Replaces the GetHTTPClient, GetTransport, GetTLSConfig methods defined
on DataSource model.
Longer-term the goal is to migrate core HTTP backend data sources to use the
SDK contracts and using httpclient.Provider for creating HTTP clients and such.

* Document customQueryParameters for prometheus datasource provisioning
The customQueryParameters option was added to prometheus datasources in https://github.com/grafana/grafana/pull/19121. This PR updates the "provisioning" documentation to contain a reference to this in the `jsonData` options for a prometheus datasource.
