* delete PanelHeader
* PanelHeaderMenuItem is only used in PageHeader
* PanelHeaderCorner only used by PanelEditorTableView
* PanelHeaderMenuTrigger not used anywhere
* PanelHeaderMenuWrapperNew is PanelHeaderMenuWrapper, old one is deleted
* remove newPanelChromeUI from test
* delete feature flag newPanelChromeUI
* PanelHeaderMenuWrapperNew is PanelHeaderMenuWrapper, old one is deleted
* account for timezone when using relative times
