- Feature Toggle is `promQLScope`.
 - Query property is:

  "matchers": "{job=~\".*\"}"
 }

Misc:
 - Also updates drone GO version to address ARM bug https://github.com/golang/go/issues/58425
 - Also updates Swagger defs that were causing builds to fail
