* Inject access control into dashboard service

* Add function to parse id scopes

* Add dashboard as return value

* Update mock

* Return only err to keep service interface

* Add scope resolvers for dashboard id scopes

* Add dashboard uid scope resolver

* Register scope resolvers for dashboards
