Navigation: Add pluginId to standalone plugin page NavLinks (#57769) 
* feat(Navigation): add `pluginId` to NavLink and override sibling navlinks with the same URL

* test replacing page from plugin

* chore: fix go lint issues

* fix(NavLink): change `PluginId` to `PluginID`
