Handle ioutil deprecations (#53526)
* replace ioutil.ReadFile -> os.ReadFile

* replace ioutil.ReadAll -> io.ReadAll

* replace ioutil.TempFile -> os.CreateTemp

* replace ioutil.NopCloser -> io.NopCloser

* replace ioutil.WriteFile -> os.WriteFile

* replace ioutil.TempDir -> os.MkdirTemp
