Remove ioutil.ReadDir from usage (#53550)
* add depguard rule for ioutil

* replace ioutil.ReadDir with os.ReadDir

* use legacy option in depguard supported in golangci-lint v1.40

* replace ioutil.ReadDir with os.ReadDir

* return error for file info
