* add check for access to rule's data source in GET APIs

* use more general method GetAlertRules instead of GetNamespaceAlertRules.
* remove unused GetNamespaceAlertRules.

Tests:
* create a method to generate permissions for rules
* extract method to create RuleSrv
* add tests for RouteGetNamespaceRulesConfig
