* Fix up unusable email settings instead of failing to start

v12 validates SupportEmail, FeedbackEmail and ReplyToAddress as a single
plain address. #39003 stripped display names, but values that did not
parse as one address, such as a list or a bare name, still stopped the
server. Keep the first valid address of a list, clear values with none,
and log the old value.

* Load translations before config in mattermost db commands

The db subcommands loaded the config store without loading translations,
so a config validation error printed its raw message id instead of a
message naming the invalid setting, and the locale check warned that the
default "en" locale was unsupported.
