* Set MM-T622 webhook icon on the hook after enabling overrides

Payload icon_url does not always become the posted avatar even when
EnablePostIconOverride is already on. Store the same fixture URL on the
incoming hook after the flags are enabled, matching the path MM-T620 uses.

The unsaved-changes guard only needs a dirty page. Staging TTL opened a
nested submenu that flakes under Playwright. Enable is a single click;
TTL presets stay covered by the persist test.

Empty Minimum password length is sent as 5. On FIPS that is below the
14-character minimum, so the save is rejected and the custom value remains.

Keep observation-count checks, then require scrollHeight > 0 and
