Nick MisasiandCursor Agent 51e826eae1 Remove AdjustInProductLimits and the Cloud usage API (#39527) ...

The Cloud product limits no longer define a teams limit, so
AdjustInProductLimits never archives or restores teams. The
/api/v4/usage endpoints only served the removed Cloud limits UI.
