These overly-general interfaces are no longer used anywhere, and their
presence in the important-sounding semantics.go file was a distracting
red herring.
We'd previously replaced the one checker in here with a simple helper
function for checking input variables, and that's arguably more at home
with all of the other InputValue functionality in variables.go, and that
allows us to remove semantics.go (and its associated test file) altogether
and make room for some forthcoming new files for static validation.
This test required some adaptation for the new variable handling model in
the HCL2-oriented codepaths, where more of the handling is now done in the
"command" package.
The initial reorganization of this test was not correct, so this is a
further revision to adapt the original assertions to the new model as much
as possible, removing a few tests that no longer make sense in the new
world.
After the refactoring to integrate HCL2 many of the tests were no longer
using correct types, attribute names, etc.
This is a bulk update of all of the tests to make them compile again, with
minimal changes otherwise. Although the tests now compile, many of them
do not yet pass. The tests will be gradually repaired in subsequent
commits, as we continue to complete the refactoring and retrofit work.

This ensures that all variables of type string are consistently
converted to a string value upon running Terraform.
The place this is done is in the `Variables()` call within the
`terraform` package. This is the function responsible for loading and
merging the variables from the various sources and seems ideal for
proper conversion to consistent values for various types. We actually
already had tests to this effect.
This also adds docs that talk about the fake-ish boolean variables
Terraform currently has and about how in future versions we'll likely
support them properly, which can cause BC issues so beware.
