d1c50efb01 change providers.json to lock.json 
It might not just be for providers, and it's in the plugins dir, so
lock.json seems descriptive enough.

720670fae7 command: helper to manage the provider plugins lock file 
This is just a JSON file with the SHA256 digests of the plugin
executables.
