Reduce the graphs, as they are too ungainly to compare without
reduction. We also depend on reduction in all use cases, so we should be
testing the graph as we use it anyway.

a43b7df282 core: Handle forced-create_before_destroy during the plan walk
Previously we used a single plan action "Replace" to represent both the
destroy-before-create and the create-before-destroy variants of replacing.
However, this forces the apply graph builder to jump through a lot of
hoops to figure out which nodes need it forced on and rebuild parts of
the graph to represent that.

If we instead decide between these two cases at plan time, the actual
determination of it is more straightforward because each resource is
represented by only one node in the plan graph, and then we can ensure
we put the right nodes in the graph during DiffTransformer and thus avoid
the logic for dealing with deposed instances being spread across various
different transformers and node types.

As a nice side-effect, this also allows us to show the difference between
destroy-then-create and create-then-destroy in the rendered diff in the
CLI, although this change doesn't fully implement that yet.

334c6f1c2c core: Be more explicit in how we handle create_before_destroy
Previously our handling of create_before_destroy -- and of deposed objects
in particular -- was rather "implicit" and spread over various different
subsystems. We'd quietly just destroy every deposed object during a
destroy operation, without any user-visible plan to do so.

Here we make things more explicit by tracking each deposed object
individually by its pseudorandomly-allocated key. There are two different
mechanisms at play here, building on the same concepts:

- During a replace operation with create_before_destroy, we *pre-allocate*
  a DeposedKey to use for the prior object in the "apply" node and then
  pass that exact id to the destroy node, ensuring that we only destroy
  the single object we planned to destroy. In the happy path here the
  user never actually sees the allocated deposed key because we use it and
  then immediately destroy it within the same operation. However, that
  destroy may fail, which brings us to the second mechanism:

- If any deposed objects are already present in state during _plan_, we
  insert a destroy change for them into the plan so that it's explicit to
  the user that we are going to destroy these additional objects, and then
  create an individual graph node for each one in DiffTransformer.

The main motivation here is to be more careful in how we handle these
destroys so that from a user's standpoint we never destroy something
without the user knowing about it ahead of time.

However, this new organization also hopefully makes the code itself a
little easier to follow because the connection between the create and
destroy steps of a Replace is reprseented in a single place (in
DiffTransformer) and deposed instances each have their own explicit graph
node rather than being secretly handled as part of the main instance-level
graph node.

a3403f2766 terraform: Ugly huge change to weave in new State and Plan types
Due to how often the state and plan types are referenced throughout
Terraform, there isn't a great way to switch them out gradually. As a
consequence, this huge commit gets us from the old world to a _compilable_
new world, but still has a large number of known test failures due to
key functionality being stubbed out.

The stubs here are for anything that interacts with providers, since we
now need to do the follow-up work to similarly replace the old
terraform.ResourceProvider interface with its replacement in the new
"providers" package. That work, along with work to fix the remaining
failing tests, will follow in subsequent commits.

The aim here was to replace all references to terraform.State and its
downstream types with states.State, terraform.Plan with plans.Plan,
state.State with statemgr.State, and switch to the new implementations of
the state and plan file formats. However, due to the number of times those
types are used, this also ended up affecting numerous other parts of core
such as terraform.Hook, the backend.Backend interface, and most of the CLI
commands.

Just as with 5861dbf3fc49b19587a31816eb06f511ab861bb4 before, I apologize
in advance to the person who inevitably just found this huge commit while
spelunking through the commit history.

a cycle in the desired output. The test matches one the expected string
is fixed.

88b5607a7a core: Fetch schemas during context construction
Previously we fetched schemas during the AttachSchemaTransformer,
potentially multiple times as that was re-run for each graph built. Now
we fetch the schemas just once during context construction, passing that
result into each of the graph builders.

This only addresses the schema accesses during graph construction. We're
still separately loading schemas during the main walk for evaluation
purposes. This will be addressed in a later commit.

e1bc27ef6c core: ApplyGraphBuilder tests to use the "test" mock provider
These tests now need schema available to run properly, so rather than
crafting a separate schema for each of these we'll just use the one
created by simpleMockProvider, which contains a resource type called
test_object that we'll now use as the basis for all of the tests here.

4a21b763aa core: Get tests compiling again
After the refactoring to integrate HCL2 many of the tests were no longer
using correct types, attribute names, etc.

This is a bulk update of all of the tests to make them compile again, with
minimal changes otherwise. Although the tests now compile, many of them
do not yet pass. The tests will be gradually repaired in subsequent
commits, as we continue to complete the refactoring and retrofit work.

terraform: outputs should not be included if not targeted
Fixes #10911

Outputs that aren't targeted shouldn't be included in the graph.

This requires passing targets to the apply graph. This is unfortunate
but long term should be removable since I'd like to move output changes
to the diff as well.

terraform: node referenceable name from state shuldn't contain path
Fixes #11749

I'm **really** surprised this didn't come up earlier.

When only the state is available for a node, the advertised
referenceable name (the name used for dependency connections) included
the module path. This module path is automatically prepended to the
name. This means that probably every non-root resource for state-only
operations (destroys) didn't order properly.

This fixes that by omitting the path properly.

Multiple tests added to verify both graph correctness as well as a
higher level context test.

Will backport to 0.8.x

terraform: destroy edges should take into account module variables
Fixes #10729

Destruction ordering wasn't taking into account ordering implied through
variables across module boundaries.

This is because to build the destruction ordering we create a
non-destruction graph to determine the _creation_ ordering (to properly
flip edges). This creation graph we create wasn't including module
variables. This PR adds that transform to the graph.

terraform: apply resource must depend on destroy deps
Fixes #10440

This updates the behavior of "apply" resources to depend on the
destroy versions of their dependencies.

We make an exception to this behavior when the "apply" resource is CBD.
This is odd and not 100% correct, but it mimics the behavior of the
legacy graphs and avoids us having to do major core work to support the
100% correct solution.

I'll explain this in examples...

Given the following configuration:

    resource "null_resource" "a" {
       count = "${var.count}"
    }

    resource "null_resource" "b" {
      triggers { key = "${join(",", null_resource.a.*.id)}" }
    }

Assume we've successfully created this configuration with count = 2.
When going from count = 2 to count = 1, `null_resource.b` should wait
for `null_resource.a.1` to destroy.

If it doesn't, then it is a race: depending when we interpolate the
`triggers.key` attribute of `null_resource.b`, we may get 1 value or 2.
If `null_resource.a.1` is destroyed, we'll get 1. Otherwise, we'll get
2. This was the root cause of #10440

In the legacy graphs, `null_resource.b` would depend on the destruction
of any `null_resource.a` (orphans, tainted, anything!). This would
ensure proper ordering. We mimic that behavior here.

The difference is CBD. If `null_resource.b` has CBD enabled, then the
ordering **in the legacy graph** becomes:

  1. null_resource.b (create)
  2. null_resource.b (destroy)
  3. null_resource.a (destroy)

In this case, the update would always have 2 values for `triggers.key`,
even though we were destroying a resource later! This scenario required
two `terraform apply` operations.

This is what the CBD check is for in this PR. We do this to mimic the
behavior of the legacy graph.

The correct solution to do one day is to allow splat references
(`null_resource.a.*.id`) to happen in parallel and only read up to to
the `count` amount in the state. This requires some fairly significant
work close to the 0.8 release date, so we can defer this to later and
adopt the 0.7.x behavior for now.

terraform: new apply graph creates provisioners in modules
Fixes #9840

The new apply graph wasn't properly nesting provisioners. This resulted
in reading the provisioners being nil on apply in the shadow graph which
caused the crash in the above issue.

The actual cause of this is that the new graphs we're moving towards do
not have any "flattening" (they are flat to begin with): all modules are
in the root graph from the beginning of construction versus building a
number of different graphs and flattening them. The transform that adds
the provisioners wasn't modified to handle already-flat graphs and so
was only adding provisioners to the root module, not children.

The change modifies the `MissingProvisionerTransformer` (primarily) to
support already-flat graphs and add provisioners for all module levels.
Tests are there to cover this as well.

**NOTE:** This PR focuses on fixing that specific issue. I'm going to follow up
this PR with another PR that is more focused on being robust against
crashing (more nil checks, recover() for shadow graph, etc.). In the
interest of focus and keeping a PR reviewable this focuses only on the
issue itself.
