Add validation for icmp_type and icmp_code.
Also, change order of processing to parse icmp_type first. Change wording of the
debug messages, and change format string type for rule_number where appropriate.

Fix icmp_type and icmp_code in aws_network_acl_rule.
The ICMP type 0 (Echo Reply) was not handled correctly. This commit changes the
type of attributes "icmp_type" and "icmp_code" from TypeInt to TypeString,
allowing for the string value to be manually converted into an integer. This
enables an integer values such as -1, 0, 8, etc., coming from the resource
definition in the template to be handled correctly.

108ccf0007 builtin: Refactor resource.Retry to clarify return
Change the `RetryFunc` from a plain `error` return type to a
specialized `RetryError` which must decide whether it is
retryable or not.

Add `RetryableError` / `NonRetryableError` factory functions that
callers are meant to use to build up these errors.

This makes it eminently clear whether or not a given error is
retryable from inside the client code.

Goal here is to _not_ change any behavior, simply reflect the
existing behavior with the new, clearer, API.

7620381a4f provider/aws: Wait for NACL rule to be visible
Fixes #4721. It seems there may be some eventual consistency in the API
for network ACLs. This fix doesn't use resource.WaitForState() as there
the NACL is not something that can be looked up by ID and has a
property which determines if it is present.

Instead we reuse the findNetworkAclRule function which the Read function
exhibiting the problem uses, and retry over a 3 minute period, returning
an error message informing the user that running `terraform apply` again
will likely allow them to continue.
