Load private data for read, so the resource can get it's configured
timeouts if they exist.
Ensure PlanResourceChange returns the saved private data when there is
an empty diff.
Handle the timeout decoding into Meta in the PlanResourceChange, so that
it's always there for later operations.
This folder contains helper libraries for Terraform plugins. A running
joke is that this is "Terraform standard library" for plugins. The goal
of the packages in this directory are to provide high-level helpers to
make it easier to implement the various aspects of writing a plugin for
Terraform.
