The mirrors sync from the download server hourly, so the release is not
on ftp.postgresql.org when the upload runs, and 9.19's promotion failed
with a 404 at that step. The candidate tree on developer.pgadmin.org holds
the same signed wheel the acceptance test installed, and the signature is
still verified before upload.

The pypi scope runs only the wheel collection, verification and upload,
so a promotion whose upload failed can be finished without repeating the
rest.
