i.e. vacuum, analyze, reindex, cluster.

Tweaked by Ashesh for:
* Integrate it with the background process executor, and observer.
* Changed the UI for operation selection from select2 to custom radio
  group.
* Made it consistent with other tools like backup, restore, etc.
